Given the full context of the quoted passage, and the TOS portions excerpted below, I would agree with Kim's answer.
However, I'd also direct your attention to the following for additional clarification:

The underlying policy considerations for limiting repeated endorsments of non-approved service providers is to protect both our members and CAG.
